Abstract
Medical tourism and related business activities are considered one of the most profitable sectors of the hotel and tourism business for many destination countries. The link between healthcare and tourism has led to the fact that for many countries it is one of the largest service industries, and medical tourism brings significant monetary benefits to many destination countries. However, the success of medical organizations, tourist destinations and countries in the global medical tourism market directly depends on the choice of the tourist-patient. Which, in turn, is formed on the basis of price and non-price factors. The purpose of this work is to analyze the influence of monetary (price) and socially significant (quality and trust) factors on decision—making by medical tourists about choosing a destination for a medical trip.

Vaccination is recognized as one of the greatest public health achievements of the twentieth century, and it is widely regarded as a worthwhile and cost-effective public health measure. Vaccination in childhood is an effective way to prevent serious childhood diseases. However, many children do not receive all the recommended vaccinations. There may be various reasons for this, one of which is communication barriers that reduce the effectiveness of information support for parents and their ability to make reasonable and informed decisions regarding the vaccination of their children. The amount of information that parents want to receive and sources that they could trust directly affect the determination regarding vaccination, parents would like to be more informed and enlightened.

Approaches to evaluating the effectiveness of the pharmacovigilance system in the Republic of Kazakhstan
Abstract
The aim: based on the analysis of data from the official website of the current system for collecting spontaneous reports of adverse events in the Republic of Kazakhstan, to formulate approaches to the effective functioning of the pharmacovigilance system. Materials and methods. Methods of content analysis, synthesis and analysis, structural-logical, statistical. Materials open data of the official website of the Republic of Kazakhstan on spontaneous reports submitted for the period 2018—2022. Results. An analysis of the dynamics of the number of received spontaneous messages showed the absence of a linear trend in the development of this type of activity in the pharmacovigilance system. The largest number of notifications were submitted at the initial stage of pharmacovigilance development in 2018—2019. The leaders in filing notifications are: Pavlodar region (29 per 100 thousand), Almaty city (21 per 100 thousand), Aktobe region (16 per 100 thousand) and Shymkent city (15 per 100 thousand). The smallest number of messages was received from the Turkestan region (1 per 100 thousand). In first place in terms of the number of notifications submitted in 2022— GSK Kazakhstan LLP — 18%. Analysis of the structure of reports received by manufacturers in general terms is characterized by the predominance of reports of ADRs on drugs imported from non-CIS countries. It was revealed that the pharmacovigilance system of the Republic of Kazakhstan is characterized by harmonization with international pharmacovigilance systems, instability in the number of spontaneous reports received. Every month, the results of identified ARs appear in the public domain on the official website. It was determined that there is no information about submitted yellow cards from pharmacy workers and patients, or these subjects of drug circulation do not participate in the spontaneous reporting system. Conclusion. The greatest contribution to spontaneous reporting systems is made by medical organizations of the Republic of Kazakhstan. It is necessary to create institutional mechanisms to strengthen the work of the system of spontaneous reporting.

Review and comparison of existing practices for the implementation of municipal programs of prospective public health
Abstract
In the context of decreasing competences of municipal authorities and limited funding allocated to the regional health sector, municipal public health promotion programs remain one of the priority measures for the implementation of population prevention. A literature review was conducted on the electronic databases PubMed and eLibrary. Search depth — 15 years. Publications describing the policies, programs and projects implemented in the municipalities of the Russian Federation and foreign countries were selected and analyzed. In general, the positions of researchers can be divided into two conditional groups: the first includes programs that exclude decentralization. In the second group — typologized for a particular municipality, taking into account medical and demographic characteristics. Structurally, municipal programs can be classified into four areas. The results of numerous publications indicate that the most effective programs are obtained taking into account the process of decentralization, with the expansion of the sphere of influence of local municipal authorities and taking into account the specific determinants of public health in the municipal area.

The evolution of the concept of non-interventional clinical studies
Abstract
Non-interventional clinical studies are a special type of scientific medical studies that bear little resemblance to traditional interventional randomized clinical trials. Since the middle of the 20th century, RCTs have been quite strictly regulated by the State Authorities in the countries in which they are actively carried out. Non-interventional clinical studies, on the contrary, have for a long time remained without any special regulations and out of the attention of the regulatory authorities. On a practical level, there is often confusion being observed in determining the category to which a study belongs, i.e. whether a project should be referred to the type of interventional or to the type of non-interventional studies (NIS). The article analyzes the changes, made to approaches to understanding NIS, formulates the key criteria for identifying the types of studies. The impact of the changes in the concept of non-interventional clinical studies on the development of this area is shown in the article.

Features of monitoring the achievement of national development goals of the Russian Federation
Abstract
The preservation of the population, the health and well-being of people is one of the national development goals of the Russian Federation, the achievement of which is characterized, among other things, by the target indicator «Increasing life expectancy to 78 years». Indicators for achieving national development goals for this indicator are indicated in the unified plan for achieving the national development goals of the Russian Federation for the period up to 2024 and for the planning period up to 2030 and in the passport of the national project «Healthcare». In this study, the factors of the selection of indicators were determined and a comparative analysis of their values for the period 2012—2024 was carried out according to the algorithm developed during the study. Thus, a detailed analysis of the content of strategic documents according to the algorithm developed during the study allowed us to compare the target (planned) values indicated in the national project «Healthcare» and the unified plan for achieving the national development goals of the Russian Federation for the period up to 2024 and for the planned period up to 2030 with the actual values and the formed trend line for infant mortality, mortality from diseases of the circulatory system and mortality from neoplasms. The proposed algorithm can be considered as a methodological approach in monitoring the achievement of the national development goals of the Russian Federation with a comparative analysis of data obtained from various sources, but characterizing one indicator.
