SOGLAShENIE O LOKALIZATsII V ROSSII PROIZVODSTVA TEST-SISTEMY DLYa DIAGNOSTIKI TUBERKULEZA
- -.
Abstract

PRESCRIPTION DRUG INSURANCE: CHOOSING A PATH
Popovich L.D.
Abstract
The patients suffering from serious diseases, the state and society as a whole throw the issue of drug affordability into sharp relief. Officials of regulatory bodies, public health organizers, economists, physicians, specialists and drug circulation experts offer different ways to solve the issue. One of them is to introduce a partial or full reimbursement system of charges for drugs when they are purchased in a pharmacy. This system is also notionally named as the “drug insurance” system aimed at providing the citizens with an opportunity to receive drugs free of charge or with a significant discount during outpatient treatment, which would guarantee them adequate and effective treatment.

ANALYSIS OF PATENT PORTFOLIOS IN THE ANTI-INFLUENZA DRUG SEGMENT
Vyukhin M., Rodnin A., Shulgin V.
Abstract
According to statistics, 15% of the world’s population (of which the Russians account for 5-7%) is affected by seasonal influenza viruses during the cold season annually. The high prevalence of this disease, and the social significance of its prevention, determine the high priority of therapeutic areas aimed at combating influenza, which is characteristic of the global pharmaceutical industry in general. Experts of the Patent Family Group analytical centre studied the patent portfolios of the main players in the pharmaceutical market engaged in these areas to identify and evaluate, which areas in terms of the development and distribution of new medicinal products (drugs) dominate today in the Russian Federation.

In Russia, at least 40% of the population are diagnosed hypertensive [2, 3]. At the same time, hypertension may also be diagnosed in childhood, accounting for about 3.5% of children and adolescents in Russia [3]. Continuous blood pressure monitoring using home-use blood pressure monitors, which are presented in this review by key market trends, is one of the most important measures for the prevention of complications of hypertension.

Kolesnichenko O.Y., Martynov A.V., Pulit V.V., Kolesnichenko Y.Y., Shakirov V.V., Mazelis L.S., Varlamov O.O., Minushkina L.O., Sotnik A.Y., Zhilina T.N., Dorofeev V.P., Smorodin G.N., Zhaparov M.K.
Abstract
Artificial Intelligence is no longer just the topic of discussion. Today this technology is mostly based on Artificial Neural Networks. Pavlov Principle formulated by W.L. Dunin-Barkowski is used for their training. Mathematics compared Pavlov's doctrine with Deep Reinforcement Learning. AI technologies are divided into Computer Vision, images recognition and generation; Speech Recognition and Synthesis; Natural Language Processing; Graph Logic AI, MIVAR logic technology. All of this separately is Narrow AI. Artificial General Intelligence, equal to human, hasn’t been created yet. AGI should include all mentioned technologies. Given social and linguistic nature of the intelligence emergence, developers are paying attention to NLP algorithms and multi-agent environment. Simultaneously with the development of neural networks, adversary attacks emerged, which using the same learning mechanism force a trained neural network to make mistakes. This fact calls in question the future of neural networks in medicine. Big Data and data sets are the environment for AI. European experts have already begun to regulate Big Data for safe Health Care and drugs creation. Despite the difficulties and lack of clear rules, AI is actively being introduced into the private medicine. Due to AI the three new business models have already been created.

CHALLENGES AND ISSUES IN OPERATING PERSONNEL MANAGEMENT DURING THE IMPLEMENTATION OF PHARMACEUTICAL QUALITY SYSTEM
SMIRNOV V.A., GORYACHKIN V.V., SHESTAKOV V.N., ABRAMOVICH R.A.
Abstract
The article attempts to identify the problems in operating personnel management during the implementation of the pharmaceutical quality system (hereinafter the PQS). The problem identification activities included a survey of key personnel of the EAEU pharmaceutical manufacturers, interviews with experts, and practical experience in conducting GMP inspectorate. It was stated that personnel management remains one of the weak points in the implementation of PQS. The personnel provides low support for PQS and shows low interest in ensuring total quality management. Issues of operating personnel management in the implementation of PQS are not reflected in the personnel policies, and many enterprises have not approved any guidelines in this area. The situation is aggravated by shortages of personnel in the industry, contradictory regulatory requirements for training and staff qualifications, as well as lack of availability of educational programs. The authors came to the conclusion that a system of measures for optimizing management procedures and practices should be implemented in all key aspects of the operating personnel management during the implementation of PQS, and the existing system of operating personnel management during the implementation of PQS in EAEU pharmaceutical manufacturers can be considered nothing but satisfactory. The materials can be used to further develop recommendations for improving the operating personnel management in the implementation of PQS.
