Minzdrav predlozhit poryadok organizatsii reabilitatsii vzroslykh patsientov
Abstract
Минздрав РФ разработал порядок организации медицинской реабилитации для взрослых пациентов, документ опубликован для общественного обсуждения на портале нормативных правовых актов. С 2012 г. реабилитация детей и взрослых в России регулировалась единым приказом Минздрава, однако, поскольку медицинская помощь каждой возрастной группе имеет свои особенности, было принято решение разработать для них отдельные порядки реабилитации. Документ, регулирующий реабилитацию детей, был опубликован министерством ранее. «Взрослый» порядок реабилитации предусматривает участие в медицинской помощи представителей ряда новых медицинских специальностей, таких как врач физической и реабилитационной медицины, кинезитерапевт, эрготерапевт, клинический логопед, медицинский психолог. Кроме того, документ детализирует подходы к маршрутизации пациентов в зависимости от тяжести состояния, этапа оказываемой реабилитации, уровня медицинской организации, которая ведет пациента. Предполагается, что новый порядок вступит в силу 1 января 2021 г.

Development of the rare (orphan) drug market
Abstract
As a result of the dynamic economic analysis of the rare (orphan) drug market evolution, the authors proposed comprehensive solutions that contribute to the satisfaction of needs of the national health service, which are based on a systematic approach to the regulation and development of local production:s a result of the dynamic economic analysis of the rare (orphan) drug market evolution, the authors proposed comprehensive solutions that contribute to the satisfaction of needs of the national health service, which are based on a systematic approach to the regulation and development of local production: • identify a separate segment of orphan drugs in the drug supply system for reasons of the specific features of registration, pricing and market authorization of such drugs; • recommend the development of individual regulatory documents, including improvement of the drug provision procedure, taking into account integration into the existing drug circulation system; • create a subprogram for the development and organization of the production of rare (orphan) drugs at the level of a specialized state program for the development of the pharmaceutical industry of the Russian Federation.

Dementia drugs market analysis in Russia
Abstract
The paper deals with the analysis results of the Russian market of drugs used in basic therapy for Alzheimer's disease and other forms of dementia, which are prescribed to slow down the degradation of cognitive ability. IQVIA databases were used as the primary source of data on sales. The analysis showed that the main part of the drugs used was paid by the population using their own funds (80% in value terms at the end of 2018), which sets a limit on the availability of background therapy for patients with dementia. Retail sales in 2017-2018 demonstrated high growth rates (at the level of 16-17% per year), while government procurements were subject to significant fluctuations. The total consumption of background therapy drugs in Russia was 41.7 mil. DDD to the amount of 2.6 bil. rubles at wholesale prices in 2018.

On the verge of an epidemic season
Abstract
The seasonality and course severity of influenza and acute respiratory viral infections (ARVI) have undergone significant changes in recent years. For example, there was no marked increase in the incidence rates over a period of 2018/19 that were traditionally observed in the winter period, which also had an impact on the pharmacy sales of combined anti-cold drugs as one of the most widely used drug groups in the cold season. At the same time, an increasing incidence of colds coincides with not so typical periods, especially at the beginning of autumn.

Understanding stroke through the lens of global trends
Abstract
A lot of new data that have led to significant changes in approaches to the therapy for ischemic stroke have accumulated globally in recent years. A significant part of these changes is provided in the new guidelines for the early management of patients with acute ischemic stroke from the American Heart Association/ American Stroke Association, published in the Stroke journal in the spring of 2018 [1, 2]. These changes have been adopted by the domestic healthcare system.

Combination of private and public interests in the legal regulation of gene technologies
Abstract
The development of genetic technologies, the implementation of a biomedical project in the country, the transition of public health service to the principles of 4 Ps - such are modern trends. Consequently, the question of the day is the formation of legislation regulating the scientific, innovative, medical and other areas, where gene technologies can be actively used. This requires the development of the foundations and principles of their legal regulation, including the principle for combining private and public interests. In the future, legislation regulating gene technologies will be formed based on the definition of the pool of participants in this process, their interests that are necessary for this area of permissions, obligations and prohibitions.
