Minobrnauki predlagaet uprostit' prinuditel'noe litsenzirovanie
Abstract
Министерство образования и науки разработало законопроект, предусматривающий упрошенный порядок выдачи принудительных лицензий на производство защищенных патентом лекарственных препаратов. Документ вносит изменения в Гражданский кодекс РФ. Согласно текущему состоянию законодательства получить принудительную лицензию можно только по решению суда. В соответствии с новым законопроектом, решение о предоставлении другим производителям прав на использование изобретения, относящегося к лекарственному средству и защищенного патентом, сможет принимать правительство РФ. Согласно пояснительной записке, законопроект разработан для имплемен-тации в российское законодательство положений протокола об изменении соглашения по торговым аспектам прав интеллектуальной собственности (TRIPS), принятого в 2005 г. в Женеве, а в 2017 г. в России. Процедура принудительного лицензирования предусматривает уведомление патентообладателя о выдаче принудительной лицензии и выплату ему вознаграждения.

Patent Linkage in foreign legal systems: balance of counterweights
Abstract
The patent linkage system may be defined as an aggregate of legal norms that links a medicinal product to the patents corresponding to the originator’s product using a special regulatory mechanism (for example, publicly available specialized registries). This system operates a number of tools that are used at the various stages of commercialization of a medicinal product, and build links with the judicial protection of exclusive rights protected by the patents. This article considers foreign experience in the legal regulation of patent linkage systems, or patent status checking systems, which are being implemented by both developed and developing countries.

The pharmacists' opinion on the pharmacy as an element of the public health protection system
Abstract
The status and parameters of pharmacy organizations functioning and the activities of pharmacists are one of the factors that influence the formation of public health. The article discusses the pharmacists' opinion on the role of the pharmacy organizations in the public health care system. A professional pharmaceutical community that understands the role and significance of its activities does not always have the opportunity to fulfil it properly. In order to increase its positive impact on the public health care system, it is necessary to optimize both the activities of pharmacy organizations and the professional contacts of the pharmaceutical and medical communities.

Does the future lie with infusion hepatoprotection?
Abstract
Hepatoprotectors are one of the important categories of drugs prescribed to patients with acute and severe conditions accompanied by impairment of the liver function. In view of the importance of this problem, at the end of 2017 the Government of the Russian Federation approved a new list of vital and essential medicinal products for human use for 2018, which included the original drug developed by the Russian researchers - the infusion hepatoprotector Remaxol®.

Novel solutions for the treatment of resistant forms of breast cancer
Abstract
In October 2018, the world will once again mark the Day Against Breast Cancer (BC). This disease not only takes the lead in the oncological pathology pattern, but is also considered the second leading cause of cancer deaths among women in most countries of the world [1]. At the same time, the proportion of patients with advanced cancer is still high [1, 2], and the therapy of metastatic, locally advanced and intensively treated breast cancer remains one of the key problems of medicine. However, considerable progress has been made in recent years in resolving this problem. In many respects it is caused by the launch to the market of Ixabepilone (Ixempra®), which showed high efficacy, clinical substantiation of administration and expediency of prescribing in terms of pharmacoeconomic indicators [3, 4].

Classification of the Republic of Sakha (Yakutia) municipal districts by level of pharmaceutical aid provided using mathematical methods
Abstract
The authors used a cluster analysis for classification of the Republic of Sakha (Yakutia) municipal districts by level of management of pharmaceutical aid provided to the population. They substantiated the practical necessity of using the classification tools at the regional level for a subsequent assessment of the availability of pharmaceutical aid. Five indicators characterizing the socio-economic development of the regions and the state of medical and pharmaceutical aid in them were selected as classification criteria based on logical grounds. The cluster analysis and mathematical models showed the existing intra-regional disproportion in the development of the pharmaceutical service. The differences in the level of development of the pharmaceutical service were analysed using absolute indicators that determine the possibility of obtaining pharmaceutical aid in the formed clusters. A block diagram of the analysis of the availability of pharmaceutical aid in the Republic of Sakha (Yakutia) has been developed. The clustering results are recommended to be used to substantiate the strategy for development of the pharmaceutical service in the Republic of Sakha (Yakutia) and to develop an optimal model for ensuring the availability of pharmaceutical aid using socially oriented technologies.

Expert model of strategic decisions making in the system of a pharmacy's balanced scorecard
Abstract
В статье представлены результаты разработки стратегии управления аптечной организацией на базе системы сбалансированных показателей (ССП) с применением метода экспертных оценок. Разработана стратегическая карта ССП, в которой по четырем основным грейдам ССП дифференцированы стратегические задачи аптечной организации. Проведена экспертная оценка их значимости (Wij) для реализации стратегических целей компании. Наиболее значимыми экспертами признаны такие составляющие работы аптечной организации, как оптимизация системы оплаты труда (W^ = 0,434), повышение качества обслуживания клиентов (W^ = 0,512), формирование товарных запасов (Wij = 0,412) и повышение уровня профессиональных компетенций (Wij = 0,588). Предложенный подход позволяет оптимизировать работу каждой аптечной организации сети за счет активизации управленческих навыков и умений заведующих. Разработанный алгоритм анализа проводимых и предлагаемых руководителями мероприятий по повышению конкурентоспособности позволяет оценить их управленческие инициативы.
