Models of private-public partnership in medical activities (according to foreign and domestic literature)

Abstract


Public-private partnership (PPP) is based on the principle of attracting private investment to finance public structures or the transfer of part of state functions to enterprises with private capital, and is currently widely used in medicine all over the world, including Russia. The article presents in detail the PPP models, used in healthcare (accommodation model, franchises, mixed ownership, the basis of a shareholder agreement); furthermore, the advantages and disadvantages of PPP are described. It is shown that despite the fact that PPP in the field of medical services in Russia is still at its initial stage, this financing model is promising and requires further research to improve and subsequent implementation in medical institutions.
