Characteristics of the structure of arriving foreign citizens in the Republic of Tatarstan

Abstract


Annotation. Introduction. According to the requirements of legal documents, foreign persons upon arrival in the country within a strictly allotted time must undergo a medical examination on the basis of organizations licensed for this type of activity and be authorized to conduct a mandatory medical examination of foreign citizens. In Kazan, on the basis of the dermatovenerological dispensary, in order to conduct a high-quality and prompt medical examination of foreign citizens, a department was organized, operating in the «single window» mode, upon contacting which foreign citizens can obtain a medical opinion based on the results of laboratory diagnostic tests, examinations by medical specialists. The aim of our research is characteristics of the structure of arriving foreign citizens in the Republic of Tatarstan based on data on foreign citizens who underwent a medical examination in the dermatovenerological dispensary of the city of Kazan for 2018—2022. Materials and methods. In the course of the study, a comparative analysis of the normative documents regulating the issues of medical examination of foreign citizens was carried out. Data from the state information (by geographical principles, age, directions and countries from which the converts originated) system «Electronic Health of the Republic of Tatarstan» on foreign citizens who underwent a medical examination in Kazan for 2018—2022 were analyzed on the basis of the State Autonomous Healthcare Institution «Republican Clinical Dermatovenerological Dispensary of the Ministry of Health of the Republic of Tatarstan named after Professor A. G. Ge. The analysis of the structure of arrived foreign citizens by gender, age, purpose of arrival and countries of origin of the applicants was carried out. The data were processed using Microsoft Excel (USA) and StatTech (Russia). Results. Despite the COVID-19 pandemic, the annual flow of foreign citizens to the Republic of Tajikistan did not stop: in 2018—2022. On the basis of the dermatovenerological dispensary of the city of Kazan, 38,179 people underwent a medical examination, of which 78% were men. The predominant age groups among both women (n = 8539) and men (n = 29,640) over a 5-year period were 18—29 years old (55% and 53% respectively) and 30—39 years old (16% and 24% respectively). A significant proportion of foreign citizens who arrived were labor migrants (32%), students (26%) and persons applying for a residence permit (19%), 21% of persons did not indicate the purpose of their arrival, refugees accounted for only 2%. Labor migrants and persons applying for residence permits were mainly representatives from Uzbekistan and Tajikistan. Students came from Turkmenistan 17.8%, China 13.2%, Egypt 10.6%, Iran 7.9%, Kazakhstan 7.4%, India 7.3% and other countries. In 2022, there is a sharp increase (by 130 times) in the number of students (9947 people), compared to 2021 (76 people) and previous years, which is associated with the introduction of additions to the legal documentation of the requirements for mandatory medical examination by students.
