Оценка эффективности медицины и здравоохранения: современное состояние проблемы

Аннотация
В статье отражены особенности современных отечественных и зарубежных практик оценки эффективности. Обосновывается мнение о том, что при оценке эффективности важно рассматривать здравоохранение как систему, состоящую из двух секторов: системы здравоохранения, в которой осуществляется деятельность по укреплению общественного здоровья, и системы медицинского обеспечения, в которой людям на индивидуальной основе предоставляется медицинская помощь. От лиц, принимающих решения в секторе здравоохранения, и от медицинских работников (сектор медицины) зависят совершенно различные результаты использования ресурсов, что важно учитывать при разработке новых и совершенствовании существующих методик оценки эффективности.
