Обзор и сравнение имеющихся практик реализации муниципальных программ укрепления общественного здоровья

Аннотация
В условиях снижения компетенций властей муниципальных образований и ограничения финансирования сектора регионального здравоохранения муниципальные программы укрепления общественного здоровья остаются одними из приоритетных мер реализации популяционной профилактики. Литературный обзор составлен по электронным базам данных PubMed и eLibrary. Глубина поиска — 15 лет. Были отобраны и проанализированы публикации, описывающие политику, программы и проекты, реализованные в муниципалитетах России и зарубежных странах. В целом позиции исследователей можно разделить на две условные группы: к первой относятся программы, исключающие децентрализацию. Во вторую группу — типологизированные для конкретного муниципалитета с учётом медико-демографических особенностей. Структурно муниципальные программы можно классифицировать по четырём направлениям. Результаты многочисленных публикаций указывают на то, что самые эффективные программы получаются с учётом процесса децентрализации, при расширении сферы влияния муниципальных властей и учётом конкретных детерминант общественного здоровья в муниципальном районе.
