Литературный обзор составлен по электронным базам данных PubMed и eLibrary. Глубина поиска — 15 лет. Были отобраны и проанализированы публикации, описывающие политику, программы и проекты, реализованные в муниципалитетах России и зарубежных странах. В целом позиции исследователей можно разделить на две условные группы: к первой относятся программы, исключающие децентрализацию. Во вторую группу — типологизированные для конкретного муниципалитета с учётом медико-демографических особенностей. Структурно муниципальные программы можно классифицировать по четырём направлениям.
