Based on the analysis of the regulatory framework, the systematization of foreign and Russian experience in implementing PPP projects in the pharmaceutical industry, and the methods of comparative analysis, the article identifies institutional barriers that hinder the widespread use of this mechanism in domestic practice. The author proposes a typology of PPP models applicable to pharmaceutical production and identifies key conditions under which a partnership between the government and private capital can achieve maximum synergy. The paper substantiates the need to develop an industry-specific standard for PPP agreements in the pharmaceutical industry and formulates proposals for improving the mechanisms of state support for the investment activity of private participants.
