It analyzes specific challenges arising from dual regulation, planning under budgetary constraints, and stringent mobilization-readiness requirements. The article identifies key problem areas: low operational efficiency; a persistent gap between planning and the actual needs of medical units; and reliance on outdated performance metrics. It proposes a comprehensive optimization model that includes diagnostic assessment, process reengineering with elements of automation, the adoption of modern managerial approaches — category management, total cost of ownership, and balanced scorecard — and accompanying organizational change.
