Регионы выстраивают различные трёхуровневые модели по разным профилям. При этом нет «единой» унифицированной модели для всей структуры здравоохранения. В рекомендациях профильных органов власти в сфере здравоохранения не представлены единые технологии и методологии структуризации системы на местах. Первичное звено здравоохранения является основой. Несмотря на это, существует разрыв между его важностью и низкой удовлетворённостью им со стороны населения. В настоящее время существует малоструктурированный организационно-правовой статус первичного звена здравоохранения в России. При анализе организационно-правового статуса первичного звена определяются разночтения и расхождения между законом, подзаконными актами, номенклатурой и методическими рекомендациями. Заявленное формирование трёхуровневой системы здравоохранения необходимо базировать на более понятной архитектурной сети здравоохранения.
