Нынешняя социально-экономическая ситуация остро ставит вопрос стабильного и поступательного развития первичного звена здравоохранения. Финансовый дефицит по реализации программ модернизации отрасли требует новой идеологии в подходе к привлечению внебюджетных средств. Говоря о прогнозе развития первичного звена здравоохранения в России, ряд экспертов указывают на три вероятных сценария развития: продолжение развития отрасли в рамках текущих трендов; модернизация и переход на новый технологический уровень; радикальное преобразование структуры и подходов при сохранении текущего материально-технического уклада. Применение инструментов государственно-частного партнёрства может быть драйвером второго и третьего сценариев. Широкий круг интересантов позволяет учитывать больше аспектов реализации проекта.
