В государственной системе здравоохранения более, чем в частной системе, выражены проблемы информационного обеспечения, создание кадровых условий доступности и комфорта, лекарственного обеспечения. В частной системе чаще отмечались дефекты территориальной доступности (14 против 7 на 100 случаев в государственной системе).
