Improving the PHC organization system is a strategic priority for the development of the healthcare system at the regional level, since the impact of PHC on the effectiveness of the entire healthcare system is well known. The Ministry of Health of the Moscow Region summarized and systematized proposals for improving the main processes of primary care in outpatient settings, formed on the basis of experience in the use of lean manufacturing technologies, and introduced organizational and management technology that allows optimizing the management of the regional system of primary health care in outpatient settings — the standard of organization of outpatient care in the Moscow Region (Standard). The standard regulating uniform approaches to the organization of polyclinic activities includes six areas characterizing the main processes of organizing the work of the structural units of the polyclinic (distribution of patient flows, standards of prevention and medical examination, etc.), requirements for employees, equipment and location of offices (registry, diagnostic and treatment rooms,) and, thus, the creation of comfortable conditions for patients (location of offices on the first floor, information, navigation, etc.).</abstract><kwd-group xml:lang="en"><kwd>primary health care</kwd><kwd>regional health system management</kwd><kwd>process approach</kwd><kwd>digital transformation</kwd><kwd>outpatient care organization standard</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>первичное звено здравоохранения</kwd><kwd>управление системой здравоохранения региона</kwd><kwd>процессный подход</kwd><kwd>цифровая трансформация</kwd><kwd>стандарт организации амбулаторной помощи</kwd></kwd-group></article-meta></front><body></body><back><ref-list><ref id="B1"><label>1.</label><mixed-citation>Rugol L.
