Improving the PHC organization system is a strategic priority for the development of the healthcare system at the regional level, since the impact of PHC on the effectiveness of the entire healthcare system is well known. The Ministry of Health of the Moscow Region summarized and systematized proposals for improving the main processes of primary care in outpatient settings, formed on the basis of experience in the use of lean manufacturing technologies, and introduced organizational and management technology that allows optimizing the management of the regional system of primary health care in outpatient settings — the standard of organization of outpatient care in the Moscow Region (Standard).
