A new risk prediction model for assessing myocardial damage in elderly patients after emergency surgery: the role of polypharmacotherapy

Abstract
Many studies conducted in the field of cardiology have recently shown that elderly patients (≥ 65 years old) who undergo emergency non-cardiac surgery have a significantly higher mortality rate (12.5%) compared to patients who undergo elective surgery (2.6%). In this regard, many doctors are wondering whether it is possible to reliably predict myocardial injury after non-cardiac surgery (MINS) at the preoperative stage. The search was conducted in January–September 2025 using the PubMed, Scopus, and Web of Science databases. Publications from 2005 to 2025 were considered. The review included original articles, meta-analyses, and systematic analyses relevant to the selected topic.

Behavioral patterns of students in a megacity as an object of health preservation management in higher education institutions

Abstract
The article presents the results of an empirical study of behavioral patterns of students at a university located in a megacity. Based on a survey of 1,016 respondents, the study characterizes sleep patterns, screen time, physical activity, eating behavior, and drinking regime of students. It was found that a significant proportion of students experience chronic sleep deprivation, the vast majority spend 5 or more hours a day in front of screens and lack time outdoors. Physical activity is at a critically low level, with more than two-thirds of students not attending sports sections. Problems in the organization of catering and access to drinking water at the university have been identified. The obtained data indicate the presence of persistent risk factors requiring managerial intervention and can serve as a basis for targeted health preservation solutions.

Direct UV detection in the chromatographic analysis of amino acids: potential, limitations, and evaluation of method applicability for the quality control of a multicomponent drug

Abstract
Introduction. Direct UV detection of amino acids without a derivatization step is of interest for pharmaceutical analysis, as it simplifies sample preparation and eliminates an additional reaction step. This study involved the development and evaluation of an ion-pair HPLC method with direct UV detection for the determination of five amino acids in a multicomponent drug product with the INN "Ketoanalogues of Amino Acids." The aim of the study was to develop and evaluate the applicability of an HPLC method with direct UV detection for determining five amino acids (histidine, threonine, tyrosine, tryptophan, and lysine) in a multicomponent drug product with the INN "Ketoanalogues of Amino Acids." Materials and methods. Chromatography was performed using an Agilent 1260 Infinity II chromatograph equipped with a UV-spectrophotometric detector. A YMC-Triart C18 column (250 × 4.6 mm, 5 μm, 120 Å) was used. The flow rate was 1.0 mL/min, the column oven temperature was 25 °C, the injection volume was 10 μL, and the total analysis time was 40 min. During method development, the detection wavelength was varied; initially, detection was performed at 200 nm. Results. The selected conditions ensured the separation of the target amino acids in the standard solution. However, when analyzing the test solution, method specificity was not achieved due to the co-elution of matrix components in the lysine elution region, a finding confirmed by peak spectral purity assessment. Conclusion. HPLC with direct UV detection demonstrated analytical potential for the separation of amino acids; however, the method proved to have limited applicability for the multicomponent drug product under investigation due to insufficient specificity. The results confirm the need for more selective approaches, specifically methods involving derivatization.

Harmonization of qualification requirements for pharmaceutical industry specialists within the Eurasian Economic Union

Abstract
Active efforts are underway within the Eurasian Economic Union (EAEU) to integrate the economies of post-Soviet states. The establishment of a unified medicines market entails not only the alignment of regulatory standards but also the unification of qualification requirements for specialists. While the EAEU Treaty waives the diploma recognition procedure for most categories of workers, medical and pharmaceutical professionals constitute an exception and must undergo this process in the host country. To date, a unified educational framework and universally recognized training standards for pharmaceutical personnel have not yet been established within the Union. Existing discrepancies in educational recognition mechanisms and professional standards are compounded by the uneven involvement of EAEU member states in the Bologna Process. The withdrawal of the Russian Federation and the Republic of Belarus from the Bologna Process in 2022 has highlighted the urgent need to develop dedicated "EAEU standards" in higher education. The Russian Federation serves as an example of national practice, where a Master's program in "Industrial Pharmacy" has been offered since 2016, and the training of pharmaceutical professionals is conducted via the Specialist degree program 33.05.01 "Pharmacy" in accordance with the Federal State Educational Standards (FSES). In this context, the EAEU Pharmacopoeia could serve as a foundation for the development of unified curricula, while the Eurasian Economic Commission's initiatives to synchronize national educational systems could become a key driver in establishing a common labor market. The industry is currently experiencing a workforce shortage, which underscores the importance of attracting foreign professionals. For the EAEU common pharmaceutical market to function successfully, it is critical to implement unified educational standards across all stages of the professional lifecycle, including the initial training, certification, and postgraduate education of pharmacists and pharmacy specialists.

Tools and limitations in the production of medical organizations

Abstract
The article considers the production of medical organizations as a specific area of marketing and communication activities focused on the formation of public expertise, strengthening patient confidence and developing the media image of a medical organization. It is proved that producing in healthcare cannot be reduced to advertising, PR, SMM or personal branding of a doctor, since medical communication is associated with special legal, ethical and professional restrictions. It is concluded that there is a need for institutional regulation of the production of medical organizations based on evidence, ethics, legal correctness and priority of the patient's interests.

Logistical parameters of goods as an object of optimization of warehouse accounting and operational processes

Abstract
Introduction. Optimization of warehouse accounting and operational processes is an important area for improving the efficiency of pharmaceutical logistics. The aim of the study was to investigate operational processes and the warehouse accounting system for potential optimization. Materials and methods. The object of the study was the processes of managing the logistical parameters of goods at the pharmaceutical warehouse of FM Logistic JSC while servicing the International Committee of the Red Cross. Issues of management, economics, law, and digitalization Results. It was demonstrated that the transition from a paper-based information card to direct data entry using a handheld data terminal in the warehouse management system reduced the processing time per item from 5 min 49 s to 1 min 51 s, that is, by 68.2%. Discussion. The proposed approach may be applied in warehouses with a broad and dynamically changing assortment to improve the quality of master data management. Conclusion. Effective master data management makes it possible to improve subsequent warehouse processes, such as product slotting, generation of order picking tasks, calculation of the number, volume, and weight of cargo units, and transport planning for the delivery of prepared orders.

The evolution of legal regulation of the pharmaceutical market development in the field of pharmaceutical services for the population

Abstract
This study proposes a conceptual periodization scheme with characteristics of the stages of legal regulation. A retrospective systematic analysis of legislative and other regulatory sources was conducted to identify and evaluate restrictive and stimulating legal norms that have a regulatory impact on the development of Russian pharmaceutical market entities and the availability of pharmaceutical care for the population. Regulatory directions and problematic trends of the pharmaceutical market at the current stage are formulated; measures of legal regulation are proposed to improve the sustainability of pharmaceutical market entities and the level of availability of medicines.

Implementation of TRIPS agreement provisions in Malaysian legislation: the practice of compulsory licensing

Abstract
In the context of rising prices for innovative medicines, significantly outpacing medical inflation, mechanisms for the use of inventions without the authorization of the patent holder are becoming an important tool for ensuring access to therapy. This article analyzes the implementation of the TRIPS Agreement provisions into Malaysian legislation. Based on the 2003 and 2017 precedents of utilizing compulsory licensing, the article examines the regulatory procedures, grounds for issuing authorizations, and legal consequences, including the reaction of patent holders and the international community. The advantages and regulatory risks of the Malaysian model are identified. The country's experience is relevant for the improvement of legislation in the Russian Federation.

Pharmacists' opinion on the use of the Internet of Things in their professional activities

Abstract
Introduction. Digitalization in the pharmaceutical sector involves the implementation and use of Internet of Things (IoT) technologies to improve production processes, distribution and circulation of medical and pharmaceutical goods. The aim of the study was to analyze the opinion and readiness of pharmacists to apply IoT technologies in their professional activities. Methods. The opinions of 101 pharmacists were studied using a sociological survey (anonymous questionnaire). 80.2% of respondents have higher pharmaceutical education, 19.8% — secondary pharmaceutical education. 89.1% work in pharmaceutical organizations, 10.9% — in other organizations in the field of pharmacy. 26.7% of respondents work as pharmacist's assistants, 42.6% — as pharmacists; 24.8% hold senior positions. Statistical processing was carried out using descriptive statistics (calculation of relative values) and nonparametric statistics (Pearson criterion) using Microsoft Office Excel 2016 and BioStat. Results. The majority of pharmacists have a positive attitude towards any innovation in their professional activities (75.2%) and the use of IoT technologies in their work (65.3%). Possible reasons for the positive attitude are simplification of the work (51.5%), strengthening the competitive position of the organization in the pharmaceutical market (24.8%), professional interest (17.8%). There are differences of opinion about the possibility of using IoT in the workflow, depending on the length of service. Pharmaceutical workers are willing to use IoT technologies if it significantly simplifies their professional duties (83.2%), increases their salaries (58.4%), facilitates career advancement (43.6%), or is a mandatory requirement (29.7%). 91.1% have no experience using IoT technologies in their professional activities, 95.0% would like to receive additional information on the use of IoT technologies in pharmacy, Issues of management, economics, law, and digitalization and 89.1% wish to improve their skills in this area. Conclusion. Pharmacists are interested in the possibility of using IoT technologies in pharmacy and demonstrate their willingness to use IoT in their professional activities, however, specialists do not have a clear understanding of the "IoT" category and do not have sufficient information about the possibilities of their use.

Migration and demographic processes in Russia

Abstract
This article analyzes the relationship between migration and demographic processes in contemporary Russia amid persistent natural population decline and changing age structure. It demonstrates that net migration is becoming a key component of demographic dynamics, partially offsetting natural decline and maintaining the working-age population. The theoretical framework is based on the concept of replacement migration, ideas about the demographic transition, and approaches that view migration as an independent instrument of demographic policy. The empirical base consists of official Rosstat data, demographic forecasts, and analytics from Russian and international centers, enabling comparisons of migration flow dynamics with natural population movements and regional differences. Particular attention is paid to the role of external and internal migration in maintaining population size and adjusting the age and sex structure, as well as their impact on the territorial redistribution of demographic potential. The scientific novelty lies in the comprehensive assessment of migration as a factor in demographic development and an element of state policy, which allows us to clarify the boundaries of its compensatory potential and outline directions for improving the migration policy of the Russian Federation.

Volumetric and structural analysis of the pharmacy market of dietary supplements for children

Abstract
The aim of the study was to identify the key market indicators of the pharmacy market for dietary supplements (DS) intended for children. The analysis was based on the DSM Group database for 2019—2024, which additionally included the selection and classification of trade names of dietary supplements recommended for children (DSс) and for both children and adults (DSсa). As of 2024, the total pharmacy range of dietary supplements that can be recommended for children (DSc + DSca) included more than 3,500 items. Their sales volume amounted to 203.6 million packages, worth 48.0 billion rubles at retail prices. Compared to 2019, the market stagnated in units but doubled in value terms. DSca products dominated the overall sales structure (64.3% and 79.4%, respectively), and their sales dynamics in value terms were almost twice as high as those of DSc. The leading groups by sales are sources of vitamins, minerals and their complexes, probiotics, and herbal DS. In physical terms, hematogen also occupies a significant share of the market. In terms of dosage forms, capsules, tablets, and chewable forms are the leaders by sales in units. In the sales structure of DS with a general effect, more than 80% of all packages are dietary supplements intended for children of early age and from 3 years of age. Overall, the Russian DS market for children demonstrates general patterns typical of the global market for children's DS, while also having specific features determined by the peculiarities of regulatory requirements and consumption traditions. Although DSc currently accounts for a relatively small market share, it can be expected that the planned changes regarding the regulation of the use of dietary supplements in medical practice will contribute to the development of this market segment.

Experience in creating a municipal route to support motherhood — the "Mom in Resource" project

Abstract
This article presents the experience of implementing the interdepartmental project "Mom in Resource" in the Dmitrov Municipal District of the Moscow Region. The project aims to improve the quality of medical and social care for women during the perinatal period by developing a systemic algorithm for interaction between local governments, healthcare organizations, and civil society institutions. It focuses on women's assessments of the quality of medical care in maternity hospitals as a management indicator, as well as changes in their subjective perceptions of their first motherhood experience. The empirical basis is data from a survey of participants in the information chat "Maternity Hospital and Women's Consultation. Dmitrov" (n = 151). The article argues that managing the quality of the maternal experience can be considered a tool for increasing family trust in the region; however, a direct link to fertility requires separate research and is not confirmed in this study.

Analysis of factors influencing the emergence of conflicts in pharmacies

Abstract
This article examines factors influencing the emergence of conflicts between pharmacists and patients in pharmacies. The purpose of this study is to identify the most conflict-prone consumer groups and the causes of conflict situations, as well as to identify correlations related to employee length of service, education, and the existence of conflict management policies. This study included an electronic survey of 384 pharmacists using the Yandex Forms service. The study found that the main causes of conflicts are refusal to dispense prescription medications without a prescription (41.76%), cost (13.19%), and unavailability of requested medications at the pharmacy (9.89%). A positive correlation was found between the level of education and length of service of the pharmacist and a decrease in the frequency of conflicts. Customers over 40 are particularly prone to conflict (85.89%). The greatest number of conflicts among pharmacists occurs with women aged 40 to 50 (31.43%). As this group of respondents ages, the number of conflict situations decreases and remains stable (approximately 20%). The number of conflicts with male respondents is proportional to age, reaching the highest level (28.57%) in the oldest age group — those over 70. The study identified the factors that contribute to conflicts in pharmacies, identifying the main causes and determining the relationship with the personal characteristics of the participants.

Review of modern studies of professional burnout of pharmaceutical workers in the Russian Federation

Abstract
The article presents an overview of Russian studies on professional burnout of pharmaceutical workers. It analyzes the methodological tools, and also shows and summarizes results of empirical studies of respondents that demonstrate regional features at the level of this syndrome. It has been established that the highest and average levels of professional burnout are most characteristic for the specialists of the pharmacy sector. The narrow focus of existing research papers that do not cover the full range of specialties in the pharmaceutical industry has been identified.

Spatial mobility of medical personnel and the development of touring forms of employment in regional healthcare

Abstract
The article examines the spatial mobility of medical workers as one of the tools to compensate for geographically localized staff shortages in regional healthcare. The purpose of the study is to theoretically substantiate the touring employment of medical workers as a special organizational model of planned, recurrent and repetitive labor mobility. A distinction has been made between touring employment, permanent labor migration, business trips, part-time work, shift work and the activities of mobile medical teams. It is shown that the term "tour employment" is not fixed in Russian legislation and can be used as a scientific category combining various ways of temporarily attracting medical workers to provide assistance outside their main place of employment. The main elements of the touring model are highlighted: diagnosis of territorial personnel needs, formation of a pool of mobile specialists, legal and financial registration, development of schedules, logistics, clinical integration and digital support. It is proved that touring employment can temporarily increase the availability of specialized medical care, maintain the continuity of medical organizations and ensure the transfer of professional competencies to local staff. At the same time, it should not replace the long-term policy of training, attracting and retaining medical personnel. Criteria for assessing the organizational, medical, social and economic effectiveness of touring forms of employment are proposed.

The role of parents in the development of dental literacy in primary school children

Abstract
The article examines the role of parents in the formation of dental literacy in primary school children. It is shown that during the period of the beginning of school education, the child gradually learns independent oral care skills, however, the organization of preventive behavior, the choice of hygiene products, diet and time to visit the dentist remain largely the responsibility of the family. A child's dental literacy is interpreted as a set of knowledge, practical skills, motivation, and the ability to apply information to maintain oral health. A model of parental influence on dental literacy of a younger student is proposed and the directions of improving the effectiveness of family dental education are identified.

This article provides an analytical review of the collective monograph Playing One’s Own Game: The History of the Pharmaceutical Market in Russia, which examines the emergence of the Russian pharmaceutical sector during the 1990s and early 2000s. The review is written from the perspective of a participant in the establishment of Russia’s pharmaceutical regulatory and licensing system. It argues that the pharmaceutical market evolved through a process of institutional development grounded in state regulation, professional expertise, and the creation of a normative regulatory framework. The review further emphasizes the importance of preserving the industry's historical memory for understanding contemporary pharmaceutical governance and avoiding managerial and regulatory mistakes.

Medicine between ethics and politics: a historical and bioethical interpretation of the Russian medical tradition

Anrep was the first in the world to identify and experimentally substantiate the local anesthetic properties of cocaine. His scholarly legacy encompasses original scientific research, pedagogical contributions, and extensive public service. He played a key role in the establishment of the St. Petersburg Women's Medical Institute and served as a deputy in the Third State Duma of the Russian Empire, where he advocated for progressive healthcare reforms.

The concept of adaptive management of the process of launching innovative medicines to the pharmaceutical markets of BRICS countries (review)

Abstract
The article substantiates the need for the BRICS countries to transition from static to adaptive models of regulatory governance for the process of launching innovative medicines, primarily advanced therapy medicinal products (ATMPs), to the market. Based on a system-oriented analysis of scientific publications and official regulatory documents, trends in the development of biotechnological medicines and the transformation of regulatory systems are identified. It is demonstrated that China, India, Brazil, South Africa, Russia, and the EAEU states are implementing various configurations of adaptive regulation, including accelerated and prioritized procedures, conditional approvals, reliance approaches, Early Access Programs (EAPs), digitalization of dossiers (CTDs), and the integration of realworld evidence. A concept of adaptive management is proposed, including interrelated notions as follows: adaptive drug lifecycle management, adaptive regulation, adaptive pathways and adaptive design of clinical trials. This model is shown to allow for reducing delays in providing access to vital innovative medicines along with strengthening the scientific and methodological basis for regulatory decisions. Priority areas for the formation of a common adaptive regulatory space for BRICS countries are identified, including the development of joint scientific consulting centers, the harmonization of procedures, the expansion of mutual recognition practices, and the integration of digital technologies.

Pain therapy: study of the availability of non-narcotic opioid

Abstract
Introduction. Effective algological therapy is a key aspect of the treatment of patients with pain syndromes. Modern approaches involve the active use of a large arsenal of drugs to form personalized treatment regimens. However, there is a serious problem of insufficient anesthesia patients may not receive adequate anesthesia due to the lack of awareness of doctors about the legal aspects of prescribing potent and narcotic drugs. Aim. Collection and structuring of data on prescribing non-narcotic opioid-like opioid analgesics to patients with chronic pain syndrome. Materials and methods. In study with a convenient sample 36 medical histories and outpatient records of patients receiving medical algological care in different types of 5 medical organizations were analyzed. Statistical processing was carried out in the Jupyter Notebook environment in the Python programming language. Non-parametric criteria χ2, Mann–Whitney, Wilcoxon were used to evaluate the effectiveness of drugs. Independent Ethics Committee of Irkutsk State Medical Academy of Postgraduate Education (protocol No. 9 dated 11/24/2023). Results. The following distribution by MKB-10 classes was recorded: II. New formations — 25 (69.5%); XIII. Musculoskeletal diseases — 8 (22.2%); XIX. Musculoskeletal injuries — 3 (8.3%). In order to correctly compare the efficacy of drugs between two independent groups of patients, the balance was checked by signs (gender, age, type of disease). χ2 criteria for binary and Mann–Whitney for numerical data were used. No statistically significant differences were found, the groups were comparable. A significantly greater reduction in pain was observed in the tramadol group. The assessment of tolerability of drug exposure was at an acceptable level. Specialists, without distinguishing the difference between the prescription of narcotic and psychotropic drugs and potent drugs subject to quantitative accounting, are often reinsured and prescribed tramadol according to the rules for the use of narcotic drugs. Conclusions. Data indicate the presence of barriers in the availability of effective drugs for the correction of chronic pain syndrome, providing a faster and more pronounced reduction in pain intensity: incorrect prescriptions, incorrect assessment of the status of tramadol as a narcotic analgesic, lack of unification of pain assessment in the cards.

Abstract
Introduction. The Iraqi pharmaceutical market is of significant interest to international manufacturers; however, the potential for Russian exports to the region remains understudied. An analysis of the official register of manufacturers identifies key market niches and strategic opportunities, while "support for the export of Russian pharmaceutical products, including the harmonization of regulations with evolving best practices" offers prospects for development in the Iraqi pharmaceutical market. Objective: to conduct a comprehensive analysis of the range of medicinal products (MPs), dietary supplements (DS), and medical devices (MDs) registered for supply to the Iraqi pharmaceutical market, in order to identify niche opportunities and develop recommendations for Russian exporters. Materials and methods. The study is based on an analysis of the official register of manufacturers (Site Master File) approved for supply to the Republic of Iraq as of June 2025 (n=383). Statistical, comparative, and structural analysis methods were used to assess the geographic distribution of manufacturers and their specializations, as well as pharmacotherapeutic groups and dosage forms. Results. The Iraqi market was found to be characterized by a high degree of international competition, with Indian (17.5%) and Turkish (11.5%) manufacturers dominating the market. Russian companies account for only 0.5% (two manufacturers). The market structure was determined to include pharmaceuticals (62%), medical devices (26%), and dietary supplements and herbal remedies (12%). Promising high-tech niches for Russian exports were identified, including biosimilar drugs, biotech and oncology products, complex sterile dosage forms, and high-tech medical devices. Conclusion. The study demonstrated the untapped export potential of Russian pharmaceutical companies in the Iraqi market. Successful marketing penetration requires a strategic focus on high-tech segments, active government support, partnerships with local distributors, and strict compliance with regulatory requirements.

Dynamics of growth and structure of endocrine diseases morbidity in the adult population of Moscow, 2014—2024

Abstract
Introduction. Adverse environmental conditions, stressful situations, alcohol abuse, smoking, and a sedentary lifestyle contribute to an increase in the incidence of endocrine system diseases. In addition, population aging is also a significant risk factor, which is associated with polymorbidity, which includes chronic non-communicable diseases, including endocrine system diseases (diabetes mellitus, obesity, osteoporosis, etc.). The combination of the above factors is a characteristic feature of large cities (megacities) and determines the need for increased attention and readiness of healthcare management bodies to meet the growing demand for medical care for patients, including those with endocrine system diseases. At the same time, it is important to create an information platform that reveals the main trends in population morbidity, in order to predict the costs of providing medical care and make management decisions to ensure its availability and quality. The purpose of the study is to determine the trends in the incidence of endocrine system diseases and their structure in the city of Moscow. The study materials include statistical collections from the Russian Ministry of Health for the years 2014—2024: "Incidence of Adult Population in Russia (with a First-Time Diagnosis)" and "Overall Incidence of Adult Population in Russia." The study used analytical and statistical research methods. Results. The growth of primary morbidity from endocrine system diseases in Moscow was 61.6% and amounted to 1,020.2 per 100,000 people in 2024. Among these diseases, obesity accounted for 31.8%, thyroid diseases accounted for 25.5%, and diabetes accounted for 17.8%. The growth of the total incidence of diseases of the endocrine system in Moscow was 84.7% and in 2024 was 11551.3 per 100 thousand people, among which, diabetes mellitus was 37.3%, thyroid diseases were 34.8% and obesity was 14.4%. The share of endocrine system diseases in the structure of the population's primary morbidity in Moscow rose from 1.4% to 2.1%, and in the structure of overall morbidity — from 5% to 7.8%. Conclusion. The increase in the incidence of endocrine system diseases deserves serious attention from healthcare authorities and requires preventive measures, especially for diseases such as diabetes and obesity.

Integration of the pharmacy network into the system of integrated rural development: the organizational and economic model of increasing the availability of medical care

Abstract
The article examines the problem of territorial and economic accessibility of medical care for the rural population of Russia, which makes up about a quarter of the country's inhabitants. It has been revealed that federal innovations — the sale of medicines through district hospitals, simplification of licensing of medical organizations, and an experiment with mobile pharmacy facilities for the period 2026—2029 — open up the possibility of integrating the pharmacy circuit into the state program for integrated rural development. An organizational and economic model based on the “hub — dispensing channels” principle is proposed, combining an inpatient pharmacy, a point at a paramedic—obstetric station, a pick-up point and a mobile format, with a system of controlled indicators of territorial, temporary, assortment and price accessibility; the illustrative calculation shows that the annual maintenance of accessibility is estimated at about 922 rubles per rural resident. It is concluded that the transfer of pharmaceutical accessibility from an optional health function to a mandatory infrastructure standard in rural areas is a reasonable institutional measure that requires pilot testing in the constituent entities of the Russian Federation.

Public-private partnership as a tool for attracting investments in domestic pharmaceutical production

Abstract
The article explores the role of public-private partnership (PPP) as a mechanism for attracting long-term investments in the domestic pharmaceutical sector in the context of sanctions pressure and the need to ensure the country's drug security. Based on the analysis of the regulatory framework, the systematization of foreign and Russian experience in implementing PPP projects in the pharmaceutical industry, and the methods of comparative analysis, the article identifies institutional barriers that hinder the widespread use of this mechanism in domestic practice. The author proposes a typology of PPP models applicable to pharmaceutical production and identifies key conditions under which a partnership between the government and private capital can achieve maximum synergy. The paper substantiates the need to develop an industry-specific standard for PPP agreements in the pharmaceutical industry and formulates proposals for improving the mechanisms of state support for the investment activity of private participants. The results contribute to the development of PPP theory in relation to high-tech, knowledge-intensive industries.
